What is Customs Broker?
Perhaps, majority of us doesn't know the realm of a customs broker or even don't have an idea of it's existence. Basically, Customs Brokers (licensed) is just one of the courses being administered by the Professional Regulation Commission (PRC) in collaboration with Commission on Higher Education (CHED), of course, Department of Education (DepEd).
To define, Customs Broker is any person who is a bona fide holder of a
valid certificate of registration/Professional identification card
issued by the PRC and Professional regulatory board.
Enacted law
Before the enactment of R.A. 9280 "otherwise known as Customs Brokers Act of 2004" anyone wishing to take the licensure exam for customs brokers was allowed, even not a graduate of Bachelor of Science in Customs Administration (BSCA), as long as, the desired number of units in Tariff and Code of the Philippines is complied with, however, through the said Act (R.A. 9280, as amended by R.A. 9853), only those a holder of a bachelor's degree in Customs Administration are deemed qualified.Meaning - pursuant to the said Act, the following are only the qualified applicant in taking the licensure exam:
- he/she is a citizen of the Philippines or of a foreign country qualified to take the examination as provided in a manner of reciprocity.
- he/she is a holder of a Bachelor's degree in Customs Administration (BSCA): Provided, that a holder of a master's degree in Customs Administration shall be allowed to qualify within five years from the effectivity of the said Act.
- he/she is of good moral character and must not have been convicted of any crime involving moral turpitude.
Nonetheless,
in terms of practicing as Customs Broker, no part of this Act (as
mentioned) prohibit the corporate practice, as long as, the requirement
are being complied, mainly the hiring of at least one Customs Broker, as
licensed and accredited and other conditions.
As of this writing, Customs Modernization and Tariff Act (CMTA) purportedly nearly to be enacted, in consonance to Philippine commitment to Revised Kyoto Convention (RKC), that aims to standardize trade facilitation to all its member countries.

Further, BSCA is a four year course offered by various schools and universities nationwide, that focused on the thousands of laws, rules and regulations that pertains from the Tariff and Customs Code of the Philippines, joint memoranda from various government agencies relative to the administration of Philippine Import and Export transactions up to the Philippine International commitments for the trade liberalization of the country to strengthen the domestic industries and enhance the competitiveness to global economy.As of this writing, Customs Modernization and Tariff Act (CMTA) purportedly nearly to be enacted, in consonance to Philippine commitment to Revised Kyoto Convention (RKC), that aims to standardize trade facilitation to all its member countries.
