Many of our fellows saying
"who are these customs brokers (CB)?" Next perhaps, what they does?
Or, in a deep sense, what are their role in the nature of profession?
Well, indeed, it seems to be
sophisticated but we'll just put it in a brief yet comprehensive way.
Through the thousands of laws,
rules and regulations embodied within the arm of the Philippine government that
had been promulgated and implemented by various agencies from the time our
country commenced the so called "import and export" of different
commodities, constant updates and amendments up to the introductions of new
pace of Philippine trade that even includes the international negotiations
being entered into, for the purpose of uplifting the national economy, in
particular and globally, in general, "Customs Brokers (CB)" are the
one who deeply internalize: keeping abreast and diligently apply in the actual
course of trade.
Hence, nobody is ever equipped of
all those things above described than a Customs Broker (CB). In other words,
considering the expertise of CB's (nature of profession), both all importations
and exportation/s must be signed by a CB before it shall be processed at the
Bureau of Customs (BOC), exercising as quasi customs official that initially
determine the correctness and authenticity of the documents presented, giving
advises to the transacting public with the latest trends, procedures and
privileges that they may supposed to be entitled with the end view of
suppressing smuggling, maximizing collection of duties and taxes, encourage
investments and generate jobs that would undeniably impact the national economy
and enhancing the domestic market/industries to be prepared in the challenges
of globalization.
Further, to enumerate the scope
of the practice of CB (as per R.A. 9280), Customs Broker profession involves
the services consisting of consultation, preparations of customs requisite
documents for imports and exports, declaration of customs duties and taxes,
preparation, signing, filing, lodging and processing of import and export
entries; representing importers and exporters before any government agency and
private entities in cases related to valuation and classification of imported
articles and rendering of other professional services in matters relating to
customs and tariff laws, its procedures and practices.
In laymen terms, CB's acts as the
following:
1. Accountant that determines the
correct declaration and computation of customs duties and taxes.
2. Lawyer that represents in behalf
of the importers and exporters before any the government agencies and private
entities.
3. Teacher/Doctor that educates and
advice the transacting public with the latest updates relative to both import
and exports.
4. Man power service provider that
facilitates the actual processing and releasing of shipments.
5. Transport/trucking entity that
delivers shipment to clients as cleared and released from the Bureau of Customs
(BOC).
6. Quasi government official that
initially scrutinize the documents presented by the importer and exporter.
